Add oil to a saute pan on medium-high heat and saute the onions and green onions until they soften.
Next, add the ground beef to the pan. Break it into smaller pieces and season it with the garlic powder and soy sauce. Continue to stir for another 5 to 6 minutes until the beef fully cooks.
Finally, add the broccoli and red bell peppers and continue to stir for another 3 to 4 minutes until the veggies are tender.
